I bought an item off ebay and they haven't sent it. I can't get onto costumer support online. What do I do?

I bought something off ebay. It has been 3 weeks. The seller wont reply to any of my emails and he hasn't sent the item. I can't get onto costumer support online and I don't know who or what I can contact to help me get my money back. Can someone help?
