What more can be done?

Recently I bought a small item on ebay. It was listed as being made of leather but is actually some kind of vinyl. I opened a case on ebay and got a refund. I brought this situation to the attention of the seller who actually sold more than 200,000 items (big seller). I was told that they do it all the time and do not seem to see anything wrong with that but the person was going to speak to his boss. So I got a proof in the form of an e-mail and ebay has a policie that seller are not supposed to list things like that , basically lying. So I called ebay today and they say that they need more complaints to take action. I ask them why do they not take action now because my proof is rock solid. It seems that they do not want to take action when they can. Is there anything more I can do? Everyday thousands of items are listed like that by this seller and that seems wrong!. Are there any laws broken or is there anything more that can be done?
