I won an item on eBay for $.99 , but don't want it. After paying that, can I tell them just not to ship?

I just won something for a minimum bid of only $.99, but now don't want it (long story)! If I pay the seller just the $.99, and tell him NOT to ship the item (the shipping is $65.00!), am I okay with eBay?
