What does "Submitted" and "In Fulfillment" mean in shipping?

I ordered shoes off of Payless today and my order status says "Submitted"? Then I ordered a dress off of Kohls on Thursday and that oreder status says "In Fulfillment"? Can somebody tell me what those mean?! Thanks!
